The minute subdivision of land which placed the population in a state of such complete dependence upon the potato was first encouraged by the landlords, in order to multiply the number of voters, and increase their Parliamentary interest; but subsequently, as the population increased, it became in a great measure the work of the people themselves. The possession of land afforded the only certain means of subsistence, and a farm was therefore divided among the sons of the family, each one, as he was marriedwhich happened earlyreceiving some share, and each daughter also often getting a slice as her marriage-portion. In vain were clauses against subletting inserted in leases; in vain was the erection of new houses prohibited; in vain did the landlord threaten the tenant. The latter relied upon the sympathy of his class to prevent ejectment, and on his own ingenuity to defeat the other impediments to his favourite mode of providing for his family. This process was at length carried to an extreme that became perfectly ludicrous. Instead of each sub-tenant or assignee of a portion of the farm receiving his holding in one compact lot, he obtained a part of each particular quality of land, so that his tenement consisted of a number of scattered patches, each too small to be separately fenced, and exposed to the constant depredations of his neighbours' cattle, thus affording a fruitful source of quarrels, and utterly preventing the possibility of any improved system of husbandry. These small patches, however, were not numerous enough to afford "potato gardens" for the still increasing population, and hence arose the conacre system, by which those who occupied no land were enabled to grow potatoes for themselves. Tempted by the high rent, which varied from 8 to 14 an acre without manure, the farmers gave to the cottiers in their neighbourhood the use of their land merely for the potato crop, generally a quarter of an Irish acre to each. On this the cottier put all the manure he could make by his pig, or the children could scrape off the road during the year, and "planted" his crop of potatoes, which he relied upon as almost the sole support of his family. On it he also fed the pig, which paid the rent, or procured clothes and other necessaries if he had been permitted to pay the rent with his own labour. The labourer thus became a commercial speculator in potatoes. He mortgaged his labour for part of the ensuing year for the rent of his field. If his speculation proved successful, he was able to replace his capital, to fatten his pig, and to support himself and his family, while he cleared off his debt to the farmer. If it failed, his former savings were gone, his heap of manure had been expended to no purpose, and he had lost the means of rendering his pig fit for the market. But his debt to the farmer still remained, and the scanty wages which he could earn at some periods of the year were reduced, not only by the increased number of persons looking for work, but also by the diminished ability of the farmers to employ them. Speculation in potatoes, whether on a large or small scale, had always been hazardous in the southern and westerly portions of Ireland. There had been famines from the failure of that crop at various times, and a remarkably severe one in 1822, when Parliament voted 300,000 for public works and other relief purposes, and subscriptions were raised to the amount of 310,000, of which 44,000 was collected in Ireland. In 1831 violent storms and continual rain brought on another failure of the potato crop in the west of Ireland, particularly along the coast of Galway, Mayo, and Donegal. On this occasion the English public, with ready sympathy, again came forward, and subscriptions were raised, amounting to about[537] 75,000. On several other occasions subsequently, the Government found it necessary to advance money for the relief of Irish misery, invariably occasioned by the failure of the potatoes, and followed by distress and disease. The public and the Legislature had therefore repeated warnings of the danger of having millions of people dependent for existence upon so precarious a crop.  I was told--with quite a pop, so probably he was a fatter Trustee. I have just founded some first-class orphan asylums. If you  or not so long as they are pretty? One can't help thinking, though, working here, but so far as I can see it has spoiled them both.  The servant who came to tell me that dinner was served went barefoot, like all native servants, in spite of his liverya sash and a shoulder-belt arranged over the Indian costume, and bearing the arms of England, and a monogram placed in his turban. "And is that all?"    [x] In art, as in everything else, it was still the age of the artificial. The great wigs and flowing drapery of the last reign had given place to powder and paint, ribbons and pompons, pink roses, and pale blue satin or velvet,  la Pompadour.    In the evening Catherine II. died and Paul arrived. Lisette hardly dared leave the Princess Dolgoroukis, to go home, as every one was saying there would be a revolution against Paul. The streets were filled with people, but there was no [138] disorder. The crowds reassembled next day before the palace of Catherine, calling her their mother, with cries and tears.
"I am not wasting any sympathy on the Apaches, nor on the Indians as a whole. They have got to perish. It is in the law of advancement that they should. But where is the use in making the process painful? Leave them alone, and they'll die out. It isn't three hundred years since one of the biggest continents of the globe was peopled with them, and now there is the merest handful left, less as a result of war and slaughter than of natural causes. Nature would see to it that they died, if we didn't."  The fall had knocked the breath from his body. The under dog did not answer. He changed his position leisurely, stretching out at full length and resting his head on his hand by way of gaining time. Then he told her that it was not until after he had caught and landed her husband that he had discovered that Stone was in it. Equally absurd. The course of business was suddenly interrupted by the unexpected death of Pelham, the Prime Minister, in 1754. Pelham was but sixty years of age, of a florid and apparently healthy appearance, but at once indolent and too fond of the table. He had been compelled to seek sea-bathing at Scarborough, and on the 7th of January wrote to his brother, the Duke of Newcastle, saying that he never was better; but on the 3rd of March he was taken ill, and on the 6th was a corpse. The king was startled at his death, for his moderation and quiet management had long held together very jarring elements in the Ministry. "Now I shall have no more peace!" exclaimed George, on hearing the news of his decease, and he was only too correct in his prognostic. Pelham was a respectable rather than a great minister. His abilities were by no means shining, but experience had made him a good man of business. Waldegrave gave him credit for being "a frugal steward of the public, averse to Continental extravagances and useless subsidies;" and yet never were more of each perpetrated than during his administration. He had the merit, which he had acquired in the school of Walpole, of preferring peace to war; and Horace Walpole admits that "he lived without abusing his power, and died poor."   With "The Battle of the Books" appeared "The Tale of a Tub;" and though these were anonymous, it was soon well known that they were from the hand of Jonathan Swift, a friend of Harley and Bolingbroke, who now assumed a position in the public eye destined to be rendered yet more remarkable. Swift was of English parentage, but born in Dublin in 1667. He was educated at Kilkenny and the University of Dublin. In early life he became private secretary to Sir William Temple, and at this time he wrote his "Tale of a Tub," which cut off all his hopes of a bishopric. He edited a selection from the papers of Temple, and then accompanied Lord Berkeley to Ireland as chaplain. Disappointed of the preferment which he had hoped for, he went over from the Whigs to the Tories in 1710, and thenceforward was an unscrupulous adherent of Harley and Bolingbroke, defending all their measures in the "Examiner," and pouring out his vengeance on all opponents with unflinching truculence. In his political[148] character Swift has been styled the great blackguard of the age, and certainly with too much truth. In spite of rare intellectual power, wit, and sarcasm, no principle or tenderness of feeling restrained him in his attacks on his enemies. If Harley and Bolingbroke are guilty of inflicting the disgraceful peace of Utrecht on the nation, simply to avenge themselves on the Whigs, no man so thoroughly abetted them in that business as Swift. His "Conduct of the Allies," his "Public Spirit of the Whigs," and other political tracts and articles, bear testimony to his unscrupulous political rancour. His "Drapier's Letters," and his treatment of Wood in the affair of the Irish halfpence, show that no means, however base and false, came amiss to him in serving the objects of his ambition. The great work of Swift is his "Gulliver's Travels," a work characterised by a massive intellect and a fertile invention, but defiled by the grossness that was inseparable from his mind, and that equally pollutes his poems, in which there is much wit and humour, but not a trace of pathos or tenderness. There is none of that divine glow of love and human sympathy, mingled with the worship of beauty and truth, which courts our affections in the works of the greatest masters. When we are told that Swift's grossness is merely the grossness of the time, we point to "Robinson Crusoe," to "The Seasons" and "Castle of Indolence" of Thomson, and to the works of Addison, for the most admirable contrast. Swiftwho died in the famous year of the '45was one of the most vigorous writers of the age, but he was one of the most unamiable. He was the Mephistopheles of the eighteenth century. George III., at the time of the sudden death of his grandfather, was in his twenty-second year. The day of the late king's death and the following night were spent in secret arrangements, and the next morning George presented himself before his mother, the Princess-dowager, at Carlton House, where he met his council, and was then formally proclaimed. This was on the 26th of October, 1760. Government, not content with expelling Wilkes from the House of Commons, had commenced an action against him in the Court of King's Bench, where they succeeded in obtaining a verdict against him for a libel in the North Briton. Temple paid the costs, and the City of London[183] turned this defeat into a triumph, by presenting its freedom to the Lord Chief Justice Pratt, for his bold and independent conduct in declaring against the general warrants. They ordered his portrait to be placed in Guildhall; and the example of London was followed by Dublin and many other towns, who presented their freedom and gold snuff-boxes to Pratt. The City of London also gave its thanks to its members for their patriotic conduct.  When these letters were published in America, their real character was concealed, and every means taken to represent them as official despatches to the officers of Government in England. The public rage was uncontrollable. A committee was formed to wait on Governor Hutchinson, and demand whether he owned the handwriting. Hutchinson freely owned to that, but contended very justly that the letters were of a thoroughly private character, and to an unofficial person. Notwithstanding, the House of Assembly drew up a strong remonstrance to the British Government, charging the Governor and Lieutenant-Governor with giving false and malicious information respecting the colony, and demanding their dismissal. This remonstrance, accompanied by copies of the letters themselves, was immediately dispatched over the colonies, and everywhere produced, as was intended, the most violent inflammation of the public mind against us. The Bostonians had for some time established what was called a Corresponding Committee, whose business it was to prepare and circulate through the whole of the colonies papers calculated to keep alive the indignation against the British Government. This Committee quickly was responded to by other committees in different places, and soon this plan became an organisation extending to every part of the colonies, even the most remote, by which intelligence and arguments were circulated through all America with wonderful celerity. [See larger version]  Wilberforce, on the 27th of January, had obtained a committee of inquiry into the slave trade. He, Clarkson, and the anti-slavery committees, both in London and the provinces, were labouring with indefatigable industry in collecting and diffusing information on this subject. The Committee of the Commons found strong opposition even in the House, and, on the 23rd of April, Lord Penrhyn moved that no further evidence should be heard by the Committee; but this was overruled, and the hearing of evidence continued through the Session, though no further debate took place on the question. THE CATHEDRAL OF MILAN. The fleet sailed from the Downs on the 28th of July, 1809, and on the 30th it touched at the islands of South Beveland and Walcheren. The orders of the Government were, "the capture or destruction of the enemy's ships, building or afloat at Antwerp and Flushing; the destruction of the arsenals at Antwerp, Terneuse, and Flushing; the reduction of the island of Walcheren, and, if possible, the rendering of the Scheldt no longer navigable for ships." Nelson, who had contemplated this enterprise, had calculated that it would require four or five thousand men, and could be accomplished in a week. But now Buonaparte had rendered the task more difficult, and there was no Nelson to do it. The most sagacious of the officers pointed out that the first rush should be for Antwerp, as the extreme point of the expedition, so as to destroy or capture the vessels there before the French could come to the rescue. The places nearer to the sea could be taken in returning. Had the troops landed at Blankenberg, they could have made a rapid march along a paved road through Bruges and Ghent, and captured Antwerp, only forty-five miles distant, whilst the fleet ascended the Scheldt to receive them on their return; but no such common-sense ideas found acceptance with the commanders. They determined to reduce Flushing first, and the other forts on the Scheldt, as Lillo and Liefkenshoek, in succession, by which time it was certain that the French would appear at Antwerp in numbers sufficient to protect it. Flushing was attacked on the 1st of August, and did not surrender till the 16th. Had this been the reduction of Antwerp, the rest of the objects of the expedition would have followed of course; but Lord Chatham and Rear-Admiral Strachan were in no hurry. They remained signing the capitulation, securing six thousand prisoners that they had taken, and reducing two small islands to the north of the eastern Scheldt, till the 21st (three whole weeks virtually wasted!), and on the 23rd they landed at Ter Goes, on the neighbouring island of South Beveland. Here, again, they delayed another precious fortnight, whilst the[582] French were planting batteries at every turn of the river between them and Antwerp; had drawn a boom-chain across the channel between Lillo and Liefkenshoek; and had sunk vessels to obstruct the narrowest part of the channel beyond. They still talked of forcing their way to Antwerp; but according to a satiric rhyme of the time
On the 18th of October the Americans crossed the frontier opposite to the village of Queenstown with three thousand men, and found only three hundred British to oppose them. But Brock was with them, and cheered them so gallantly that they made a desperate resistance. Unfortunately, Brock was killed, and then the brave three hundred retreated, and the American general, Wadsworth, posted himself, with one thousand six hundred men, on the heights behind Queenstown. But the same afternoon he was attacked by a fresh body of about one thousand British and Canadians, and had nearly his whole force killed or taken prisoners. Himself and nine hundred of his men were captured, and four hundred remained on the field slain or severely wounded. The rest, a mere remnant, escaped into the woods, or were drowned in endeavouring to swim back to their own shore. Thus ended Madison's first attempt to conquer Canada. In this battle the Allies lost in killed and wounded ten thousand men, the French not less than fifteen thousand. The French generals Bruyres, Kirchner, and Duroc were amongst the killed. Duroc had long been one of the most intimate friends and attendants of Buonaparte, who was so much cut up by his loss that for the first time in all his terrible campaigns he became unable to attend to further details, but answered every call for orders with "Everything tomorrow!" The Stoics had inherited it from the Cynics, who held the faith in greater purity; and these, again, so far as we can judge, from a certain Sophistic school, some fragments of whose teaching have been preserved by Xenophon and Plato; while the first who gave wide currency to this famous abstraction was, in all probability, Heracleitus. To the Stoics, however, is due that intimate association of naturalism with teleology which meets us again in the philosophy of the last century, and even now wherever the doctrine of evolution has not been thoroughly accepted. BEIJING, Nov. 26 (Xinhua) -- Chinese President Xi Jinping on Wednesday extended condolences over a deadly residential building fire in Hong Kong, which killed at least 13 people.

Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, expressed sympathy to the families of the victims and those affected by the disaster. He urged all-out efforts to extinguish the fire and minimize casualties and losses.

In the wake of the fire, Xi attached great importance to the accident and immediately sought updates on the rescue efforts and casualties.

Xi instructed the director of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region (HKSAR) to convey his condolences and sympathies to HKSAR Chief Executive John Lee.

He required the Hong Kong and Macao Work Office of the CPC Central Committee and the liaison office to support the HKSAR government in making all-out efforts to put out the fire, do everything possible in search and rescue, treat the injured, and comfort the victims' families.

China releases white paper on arms control in new era

BEIJING, Nov. 27 (Xinhua) -- China's State Council Information Office on Thursday released a white paper titled "China's Arms Control, Disarmament, and Nonproliferation in the New Era."

The white paper said that China plays a constructive role in international arms control, disarmament, and nonproliferation, and actively offers its initiatives and solutions.

China has been and will always be a builder of world peace, a contributor to global development, and a defender of the international order, it said.

The white paper was released to comprehensively present China's policies and practices on arms control, disarmament, and nonproliferation, and its position on security governance in emerging fields such as outer space, cyberspace, and artificial intelligence.

It was also to restate China's commitment to safeguarding world peace and security, and to call on countries around the world to work together for international arms control.

The white paper noted that China is committed to upholding the international arms control regime with the United Nations (UN) at its core. It works to promote global governance in arms control, supports all efforts to build a world of lasting peace and common security, and serves as a key promoter of international arms control.

It also noted that as a permanent member of the UN Security Council, China has actively safeguarded the authority and effectiveness of the international arms control regime, played a constructive role in multilateral arms control in the nuclear, biological, chemical and other fields, and conscientiously performed its duties prescribed by international arms control treaties, making its due contribution to international arms control.

Emerging fields such as outer space, cyberspace, and AI represent new frontiers for human development. They create a new focus of strategic security, and new territories of global governance, the white paper pointed out.

China proposes that with the universal participation of all countries, the UN should play a pivotal role in fostering a global governance framework and standards for emerging fields based on broad consensus, while increasing the representation and voice of developing countries, it added.

The white paper stressed that China continues to build its domestic nonproliferation capacity, actively participating in the international nonproliferation process, promoting international cooperation on peaceful uses of science and technology, and facilitating the improvement of global nonproliferation governance.

Chinese modernization follows the path of peaceful development, and China's growth contributes to the growth of the world's peaceful forces. China stands ready to work with all peace-loving countries to build an equal and orderly multipolar world and promote universally beneficial and inclusive economic globalization. It will consolidate and develop the UN-centered international arms control regime, work with all parties to build a community with a shared future for humanity, and create a brighter future for all, according to the white paper.
The Chinese Foreign Ministry on Tuesday said the atmosphere of the phone call between Chinese President Xi Jinping and U.S. President Donald Trump on Monday was "positive, friendly, and constructive." 

At a regular press briefing on Tuesday, Foreign Ministry spokesperson Mao Ning confirmed that the U.S. side had initiated the call. She noted that since the start of President Trump's second term, the two leaders have maintained frequent communication. 

Mao said the two heads of state exchanged views on issues of mutual concern, stressing that such communication is vital for the stable development of China–U.S. relations.
